Empyrion takes time and resources to build ships, build base, etc. There is a delayed timer which will activate after said time ( 10 minutes? ). Here is why. Offline Protection is a good thing, guns firing while offline protection is on is bad and just plain wrong. If your faction base has offline protection, any member of that faction being online disables offline protection even if they are in another play field. In other game, one time, I was raided by people from Asian time zone, at prime time, about 3am to 5am. The game cannot support PvP 24/7, there simply isn’t enough players, or enough time/content to do that. Looking at the Control Panel it said "NO" offline.
